Minutes of the
Annual Parish Assembly for the village of Winteringham held in the Council Room
at the Village Hall on 4th May 2004 commencing at 7pm.

Minutes of the 2003 Annual Assembly
The minutes of the Annual Assembly held on the 29th April 2003
were read and it was agreed that these were a true record.
Matters Arising
from these Minutes.
All matters
arising had already been dealt with.
Chairman’s
Report
Councillor Bateman
commented that no Parish Council election had been held last year although
several Parish Councillors had resigned.
However some very able councillors had been co-opted on to the Parish
Council. She expressed her thanks to
all the councillors and to the North Lincolnshire representatives especially
Councillor Alan Smith.
Once again she
thanked the Clerk for all her hard work, not only at the meetings but also for
all the numerous hours she worked behind the scenes during the month.
There had been no
Police presence at meetings during the year and in view of all the problems
being caused by the groups of youths roaming the village it would have been
most useful if an officer had occasionally been at a meeting.
These groups of
youngsters are still causing a disturbance in the village but fortunately the
problems with graffiti do seem to have died down.
The Teen Shelter
has now been completed and the painting has been started and there have been no
adverse comments from the people living adjacent to the field.
Councillor Bateman
thanked Mr Mick Hilton for all his work on the Nature Area on Silver Street.
She commented that
maintenance is ongoing at an ever increasing cost.

No Councillor
present to give a report.
Questions from
the Public
Mr Brian Lynskey
asked if it were possible for a delegation of Parish Councillors to come to his
property to look at the situation with regard to his neighbour’s proposed
extension.
Councillor Bateman
told him that unfortunately this was outside the remit of the Parish Council.
Mr Lynskey told
the Councillors of his concerns that the proposed extension would block out the
sunlight to his conservatory in an evening.
Councillor Bateman
assured him that the councillors would look at the plans and make fair comments
but unfortunately the council’s comments do not carry any more weight than his
own.
She said that he
had every right to object and should sent a letter to the Planning Dept within
the given time limit.

at 7.25 pm.
