Minutes of the meeting of Winteringham Parish Council held on 1^st June 2004 commencing at 7.30 pm. The meeting was held in the Council Room at the Village Hall.

These minutes had been circulated along with the agenda for this meeting. It was proposed by Councillor D. Borrill, seconded by Councillor P. Hatton that these minutes be accepted as being a true record. They were duly signed.

MATTERS ARISING FROM THE MINUTES
a) Anglian Water Marker Post - This has now been sited once again on the bank on Market Hill.

b) Vandalism and Request to Police- This is still an on going problem. The Police Caravan is in the village on Wednesday 9^th June. A poster will be put up urging people to go along and speak with the officers.

c) Grass Cutting - The Clerk had received a phone message from Mrs Button,
Neighbourhood Services. She says:
a) The grass verges, adjacent to the hedges, on Hewde Lane are not the
responsibility of North Lincolnshire Council.
b) Grass on the paths can not be avoided in wet weather.

After a discussion with one of the residents on Hewde Lane, the Clerk had written again to Mrs Button stating that these verges had always in previous years been cut by the contractors. Mrs Button had replied once again saying that the contractors can not cut these banks.

The Clerk was instructed to write again to her and to ask for an explanation as to why the upkeep of these grass verges which are adjacent to the highway and outside the boundaries of the properties are not the responsibility of North Lincolnshire Council.

d) Event on 4^th September - A letter had been received from the organisers. They
were under the impression that if they were given permission to use the Playing
Field this also meant that they would be covered by the Parish Council’s Public
Liability Insurance. The Clerk was instructed to contact our Insurance Company and ask if the event would be covered and, if not, for a price for extending the cover to include a village event.

The reports prepared by the Clerk was presented.

Payments to be made were agreed.

The payment of £1,577.38 to Allianz Cornhill for the renewal of the Parish Council Insurance Policy had been sent along with a letter itemising changes that need to be made to the schedule. A further payment of £29.17 is now requested.

The Audit of the Council Books for the year ending 31^st March 2002 has been completed by the Audit Commission. Only two comments were made:

a) The Internal Auditor does not appear to have checked the accuracy of the Asset/Investment Register. (The Parish Council does not have any investments and a copy of the Asset Register was supplied to the Internal Auditor.)

b) The Internal Auditor has not checked the Bank Reconciliations. (These too were supplied to the Internal Auditor.)

There are no matters causing concerns that the relevant legislation and regulatory requirements have not been met.

HIGHWAY MATTERS

a) Western Green Verge - A letter had been received from Mrs Jill Fenwick who lives opposite the flood area. She is most concerned about this flooding and says

that the work which was carried out has obviously not solved the problem Jill suggested that perhaps the answer is to use the water and to create a stream which could then be landscaped. The Councillors thought that this was a good idea and asked the Clerk to write to Highways Dept telling them about this suggestion. (A reply will also be sent to Mrs Fenwick).

b) The Planter adjacent to Winteringham Sign on Winterton Road has been
constructed and filled with soil. Although the Lions Club will be planting the
container and watering the plants, they now wish to pass the ownership of the
planter to the Parish Council. A letter will be sent accepting ownership and also requesting some idea of the insurance value of the planter.

The grass verges (seat area) on Cliff Road need cutting. It is becoming very hard to see around the bend and cars are approaching in the middle of the road.

New Planning Permissions Requested
2004/0724 - Permission requested to erect a single storey extension at

31 High Burgage.
The Councillors had no objections or comments.

Permissions Granted - None received

Appeal against Enforcement Notice
Mr Martin Wilson, the Enforcement Officer for North Lincolnshire Council had written to notify the council that an enforcement order had been served on the owner of No. 1 Mere Cottages. This gentleman had appealed against the order on the grounds that he claims that there had not been a breach of planning control.

The Clerk will write to the Planning Inspectorate on behalf of the Parish Council.

(The previous owner of the property had supplied a copy of the letter which he had sent to the Inspectorate. This will be kept on file.)

Appeal against refusal of Planning Permission
An appeal has been made to the Planning Inspectorate following the refusal of Planning Permission for the two storey extension to Briar Garth, Ferry Lane.
It was not felt necessary to write again as the Council’s previous comments will be passed on to the Inspector.

INSURANCE CLAIM AGAINST THE COUNCIL
Nothing new to report.

The goal posts are ready and Mr Wayne Crowcroft has promised to carry out the work on the 8 anchorage holes next week.

Mr Crowcroft has told Councillor Wortley that the cost of creating the tarmac paths, the slopes and carrying out the necessary work to extend the fencing will cost approx. £1,100. There will be an extra cost for the actual fencing.

Until a written quotation is received the form for the grant can not be filled in.

The cost of three waste bins and two new seats (complete with necessary anchorage) will be included on the grant form. One of these will be a ‘lamp post bin’ to be positioned near the Teen Shelter. The Clerk had several catalogues to hand for the Councillors to look at so that they could decide on the type of bins and seats required.

There is only one net up in the AWSF and the area still needs moss treating.

The Bowling Green needs cutting and the wooden seats are damaged.

There is damage to the seats on the swings and the area under the swings.

Litter is an ongoing problem. On the Playing Field bottles have been broken and left. There is a large amount of litter (including cigarette ends) left in the Teen Shelter and quite heavy articles are being put on to the roof.

Action required: Ask about the moss treatment
Contact contractors about the wooden seats to get them repaired
and also re-sited in the Play Area.
Ask the handiman to cut the Bowling green
Contact Wicksteed Leisure about the damaged swings and safety
surface.

Now completed apart from the purchase of a Litter Bin. Councillor R. Wortley was thanked by the Chairman for all his hard work on bringing this project to fruition.

HANDIMAN
The Clerk read out the letter which she had received from Mr Ken Jacobs. As this letter had been received in between meetings and Mr Jacobs had appeared to be expecting a reply, she had discussed it with the Chair to the Council and a reply had been sent.

Mr Jacobs has now sent a letter to the Parish Councillors giving his notice. He feels that he can not cope with the amount of work required. The Councillors will accept his three months notice commencing on 1^st June. A notice will be prepared advertising for a new handiman

A discussion followed about the Bowling Green and other grass cutting. The Bowling Green will be made an agenda item for the July meeting and the Clerk will contact Mr Don Johnson to find out if he can assist with cutting the areas around the village hall.

Nothing new to report.

WEB SITE
The web site is fully operational and more information about the village amenities and services has been added. A letter of thanks will be sent to Mr John Kirk along with a copy of the latest Village Newsletter.

The new window and outside door for the Council Room will be fitted week commencing 5^th July.

REPORTS FROM REPRESENTATIVES

Work has commenced on the new path.

The next meeting is on 8^th June at the Bay Horse Inn.
Following the recent Street Lighting survey by the Neighbourhood Watch co-ordinators, North Lincolnshire Council have decided that Cliff Road does not need extra lighting but that work does need to be carried out on Western Green to improve the lighting.

Mr Harry Wells has produced the Newsletter for the Council. This was distributed at the end of May. Everyone felt that the new format was excellent.

Mr Wells has suggested an idea for the next issue - “50 Years Ago”. (What was happening in the village in the autumn of 1954).

The Clerk will write a letter to Mr Wells expressing the Council’s thanks.

Councillor Rowbotham was thanked for carrying out the repairs to the Parish Paths Map. He said that he would ‘stain’ the mastic and the wooden frame where it had been damaged.
