Annual Meeting of Winteringham Parish Council held on 4th May 2004 commencing immediately after the Annual
Parish Assembly. The meeting was held
in the Council Room at the Village Hall.

These minutes were part of
the minutes for the Council meeting held on 6th May 2003 and had
already been agreed and signed as being a true record

MINUTES OF THE
MARCH 2004 MEETING
These minutes had
been circulated along with the agenda for this meeting. It was proposed by Councillor Derek Borrill,
seconded by Councillor Nigel Hill
that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING
FROM THE MINUTES
a) Shrub on Harrison Close - It was decided that a shrub would be
purchased in the autumn and planted.
b) Anglian Water Marker Post - The Clerk will
contact customer services yet again as this still has not been removed.
c) Vandalism and Request to Police- The
Clerk read the reply received from Inspector Rutty . He says that he is very much aware of the problems being
encountered in Winteringham and the village is on his Patrol Matrix of Hot
Spots.
He says that his
officers have spoken to the residents in Ferry Lane and with the Head teacher
at Winterton Comprehensive. He urges
people to contact the police at the time that the incidents occur.
The Clerk was
instructed to write again to Inspector Rutty and request that evening patrols
are carried out once more as large groups of youths are again roaming the
village.
d) Ferry Lane Seat - Another letter had been received from one
of the gentlemen living nearby. The Clerk was instructed how the councillors wished her to reply to
this letter.
FINANCIAL MATTERS
The report
prepared by the Clerk was presented.
Payments to be
made were agreed. This included the payment of £1,577.38 to Allianz Cornhill
for the renewal of the Parish Council Insurance Policy. There are amendments which need to be made
to the schedule so a letter will be sent along with the cheque.
NEW WINDOW AND OUTSIDE DOOR FOR COUNCIL ROOM
These have been
ordered and will be fitted at the same time as the rest of the doors and
windows in the Village Hall. The
Council will be invoiced separately.
HIGHWAY MATTERS
a) Western Green
Verge - Mr Hill said that it had been reported to him that the Neighbourhood
Services Team could not cut the grass as it was too wet. He is keeping an eye on the situation.
b) As requested
the Clerk had completed the forms for two extra salt bins. Nothing further has been heard yet.
c) Planter
adjacent to Winteringham Sign - Winterton Road. It is hoped that the planter will be ready in time for planting
with summer bedding plants.
d) Surface Dressing and Composition Lane Corner
- Mr Hill says that he is aware of the problems with the surface dressing in
several areas of the village and he will request that remedial work be carried
out. The repairs on Composition Corner
are ongoing and more repairs have recently been carried out.
New Highway
Matters
There was nothing
which the Councillors wished to be reported.
PLANNING
MATTERS
New Planning
Permissions Requested
2004/0476 - Planning permission requested to make
alterations and carry out
remedial work to No. 3
West End
2004/0477 - Listing Building Consent for the above
The Clerk will
make the comment that the Councillors hope that this work will be done in
keeping with the character of the building.
2004/0601 - Planning Permission requested for a first floor extension
to 44 West End.
The Clerk will make the comment that although the Councillors are
sympathetic with the concerns raised by the neighbours, they can see no reason
as a council to object to the actual development.
2004/0610 -
Planning permission requested to erect conservatory at
30 Low Burgage .
No objections

2004/0619 - Planning permission sought to erect an extension (agricultural)
at 39 Cliff Road
No objections or comments made
2004/0682 -
Planning Permission requested to build a detached house and garage
on a building plot
in Ferry Lane.
The Clerk was
asked to make the following comments:
This is a
narrow road so there are concerns about the increased traffic and the
Councillors hope that a condition will be imposed that the existing turning
point must be kept. There are already problems with the sewers
and the culvert which is collapsing.
Permissions Granted - No
notifications received
INSURANCE CLAIM
AGAINST THE COUNCIL
The Clerk had
received an e-mail from a Claims Officer at Allianz Cornhill asking her to
forward: a) A copy of the entry in the Accident Book
b) The First Aiders Report
c) Any minutes of a meeting where the accident
was discussed
d) Any
documentary evidence of the goal post inspections
She had replied
stating once again that the Council did not organise the bonfire event and had
no knowledge of the incident to the child until the notice of the Insurance
Claim was received.
The Councillors
decided that for all future events a copy of the Insurance Certificate should
be requested from the organisers. The
Clerk was asked to write to the committee organising the Sept event.
PLAYING FIELD
Portable Goal
Posts
A number of young
people have requested the return of the goal posts. These are now with Mr Fletcher having the necessary welding work
done.
Councillor Dowson
said that he would contact Mr Wayne Crowcroft to ask when the other work on the
anchorages on the field would be carried out.
Disability
Discrimination Act
Still no
quotations received. Councillor Dowson
said he would ask Mr Crowcroft about his quotation. Until the quotations are received the form to apply for the grant
can not be completed.
Inspections
As Councillor
Wortley was not present no report was available.
TEEN SHELTER
Councillor Wortley
had started painting the walls. He has
said that he will need to purchase more paint.
The cost will probably be in the region of £80
HANDIMAN
Storage of
Equipment - At the present
time the mower is stored in Mr Jacob’s garage along with the strimmer.
The Councillors
discussed the disposal of the ‘other mower’.
It was thought that this had
very little value in its present state and so it was decided to give it to Mr
Colin Barley if he wants it.
PARISH PATHS
The Clerk had
received notice of the Public Footpath Diversion Order on footpath 312.
WEB SITE
The Clerk told the
councillors about the web site www.winteringham.info which
had been set up by John Kirk. Mr Kirk
is willing to work with the council to set up an even more comprehensive web
site. The Councillors were very pleased
to accept this offer. The Clerk will
liase with Mr Kirk via e-mail (any
expenses she incurs to be paid by the council.)
REPAIRS &
REPLACEMENTS AROUND THE VILLAGE
The seal on the
parish Paths map is broken and the screw heads are missing. New silicone is needed. Councillors Borrill and Rowbotham will look
at the map and see if they can carry out the repair.

Thursday 6th May.
NEWSLETTER
The Clerk had sent
out letters to all the organisations in the village requesting that they let
her have any items for inclusion in this newsletter by 8th May. At
the present time she has not received any replies.
Mr Harry Wells has
offered to produced the Newsletter for the Council. (Mr Mike Dew is very pleased to be able to ‘retire’ from this
task.)

Grass Cutting -
There are areas on Hewde
Lane which are not being cut and recently when the grass around the village was
cut the wet cuttings on the footpaths were very slippery and dangerous. These points will be reported.
The wall at the top of Suttons Hill which was blown down in the gales will be
repaired. The owner has contacted a
builder and is waiting for him to come.
There has been a
dispute over ownership and boundaries in Back Lane where the out-houses were
recently demolished.
The Clerk had been
contacted several times about the building work adjacent to Brant House, Low
Burgage. She had searched for the
original plans and the construction does look to be exactly to plan.
The next
scheduled Council Meeting is on Tuesday 1st June 2004 commencing at
7.30 pm.
