the meeting of Winteringham Parish
Council held on 1st March
2005 commencing at 7.30 pm. The
meeting was held in the Council Room at the Village Hall.

MINUTES OF THE
MEETING HELD ON 1st February 2005
These minutes had
been circulate along with the agenda for this meeting. It was proposed by Councillor Wortley, seconded by Councillor
Hatton that these minutes be accepted as being a true record. They were duly signed.
MATTERS ARISING
FROM THE MINUTES
a) Anti-Social Behaviour - Letters were sent to
the licensees at both local pubs asking for their assistance in stamping out
underage drinking. The licence at the
Ferry Boat Inn had responded verbally and is happy to assist.
b) ERNNLCA - training course on 28th February. Councillor Bateman and the Clerk had
attended. A very good informative
course. We appear to be running our
meetings correctly.
c) Application for a Public Entertainment
Licence by Mr Pritchard of the Bay Horse Inn.
No reply but the Councillors presume that this was granted.
d) Letter from the Planning Dept.
ERNLLCA has recommended that if we are not happy with the present situation
with
regard to Parish Councils input on planning then we should write to our
M.P. The
Councillors agreed that the Clerk should write to Ian Cawsey.
FINANCIAL
MATTERS
The report
prepared by the Clerk was presented and payments to be made were agreed.
HIGHWAY MATTERS
a) Request for a handrail at the
side of the steps up from the Butchers Shop to the Telephone box - The Clerk reported that a lady had fallen on
these steps recently. The Councillors asked
her to write to Mr Stuart Kemp once again and tell him of this incident.
b) White Lines in the centre of the road at the
junction of High Burgage/Silver Street - The weather has been too bad for this
work to be carried out.
c) Junction of A1077 and Cliff Road - A reply from the Traffic Officer to
say that the minor changes identified in his previous letter will be carried
out at the earliest opportunity.
The new chevrons
are ordered and should be fitted early in March. He said that he would look at the entrance to the village to see
if this could be modified.
He also asks for clarification re. the
council’s concerns with the stretch of road from this junction down to the Mere
Garage. The Clerk was instructed to
reply to tell him that both the road surface and the camber of the road is
inconsistent.
d) Holes in Road Surfaces - All the
holes reported have been repaired. The
Clerk was asked to report the pothole which is developing on Cliff Road just
after the new junction.
e) Grass Verges - Mr Hill said
that he would look at putting “Ornamental Verge” sign up in Back Lane to
prevent parking on the verges.
He has looked a
the situation on Cliff Road and says that what the builders
have done is
totally illegal. However, when he or
his inspector has come out to the village there is never anyone working there. He will continue to try to catch up with
them and an injunction will be served if necessary. (Mr Hill to be told that they are there at a weekend)
f) Silver Street -
Mr Hill will look at this problem once again.
If necessary new posts will be put in.
He would like to knew who owns the dyke so that he can talk to the
farmer and try to come to some agreement about perhaps laying pipes and filling
the dyke in. (Mr Hill to be told that the farmer concerned is Mr Graham Duck.)
New Highway
Matters
The handiman has reported
that we have two blocked drains:
Suttons Hill and the first one on the right of Marsh Lane. The drain on Cliff Road outside No. 29 is
also blocked. The Clerk will ring and
report these.
PLANNING
MATTERS

Permission Requested
2005/0225 - Permission requested to erect a conservatory at 32 Low Burgage
The Councillors
had no objections or comments.
2005/0268 -
Planning permission requested to erect a detached house and detached double
garage at the rear of No 7 Silver Street.

2004/2277 - Planning Permission granted
to erect an extension
at Willow Lodge,
Ermine Street
2004/2241 - Planning permission granted for the extension at 12 High Burgage.
Reference Plancon 2003/0715.
Land at No 1 Mere Farm Cottages -
As requested, the Clerk had reported that the owner of this property is
now running a car hire business from his home.
The enforcement Officer has replied to this e-mail . A prosecution will be brought in the
magistrates court for non-compliance with the enforcement order.

Application No 2004/1133 -
Nothing further has been heard about the
appeal against the refusal to allow a bungalow to be built on land at 63
West End.
Reference
Application No. 2004/1266 -
Nothing further has been heard about the appeal made against the refusal of planning permission for the erection
of a detached dwelling on land north west of Briar Garth, Ferry Lane.
Application
2004/1498 - the owner of
the property at 19 School Road had until 3/2/05 to make an appeal against the
refusal to allow the extension already erected to remain. He has not made any such appeal and the
neighbours are worried as he appears to be working in the extension. This has been reported to the Enforcement
Officer.
PLAYING FIELD
Disability
Discrimination Act
The Clerk has
printed off copies of the Application Forms for WREN and Evolve GB from the
Internet. Councillor Wortley handed
over a quote for fencing from Wicksteed Leisure so the Clerk in liaison with
the Chairman will fill in the forms.
Inspections
Councillor
Rowbotham was not present to give his report.
However, Councillor Wortley reported that some youngsters have pulled
the goal posts out of the sockets and moved them across the field. He will deal with the sockets they came out
of and put the goal posts into the other sockets. The Councillors discussed putting a sign up to tell the
youngsters that they must not move the goalposts themselves. Councillor Wortley will deal with this.
Work by
Probation Team
The Clerk has
spoken to Liz Adams and our painting work is on the work sheet for spring.
HANDIMAN
Pump - The spout is now
back on the pump.
Footpath on
Jubilee Gardens - the
crack is merely an expansion joint and the Councillors did not feel that this
was a trip hazard.
PARISH PATHS
The Clerk was
instructed to write to Mr David Sanderson to tell him that horse riders are
using the footpaths and to ask if there are any signs which could be erected to
say that these are not bridle ways.
Also to be
reported are the steps on Footpath 316.
The steps are becoming hollowed out and need filling in.
REPAIRS &
REPLACEMENTS AROUND THE VILLAGE
Nothing to report.

Village Hall -Grant Aid has been received from Yorkshire
Forward. Further grant aid for the
refurbishment is being sought.

Watch - Next meeting is on
Tuesday 8th March at the Ferry Boat Inn.

Inn - There is a very low amount of clothing being deposited in this
container. The Council is asked to

March at 7pm - Councillor Wortley will inform the Neighbourhood Watch Group
about this meeting.
e) Rural Pathfinder Consultation Event
on 15th March 10am to 2pm at
Normanby Hall -
Councillor Bateman and the Clerk will represent the Council.
