There were six Parish Councillors, North Lincolnshire Councillor Alan Smith and three members of the public present at the July meeting of Winteringham Parish Council

Councillor Jackie Bateman chaired the meeting and she asked the Councillors if they agreed that the minutes of the June meeting were a correct record.  The minutes were duly signed.

At the June meeting the Council had received a letter of resignation from a Councillor who was leaving the village. The Returning Officer had been told of this vacancy and a notice had been displayed. As there had not been a request by ten electors from the village to hold an election,  it was now the responsibility of the Council to co-opt a new Councillor. A notice asking interested persons to contact the Clerk will be displayed throughout the village.

A meeting had been held to discuss the amendments to the Bay Horse Inn Licence and agreement had been reached.  Notes taken at the meeting had been distributed to the Councillors.

The Councillors were shown the proposals for the refurbishment of the Village Hall.  They offered their support to the Development Committee and the Clerk will send details of the comments made to the secretary. 

The Financial Reports were presented and payments to be made agreed. The Clerk reported that she had prepared the returns for the External Audit for the Year 2004/05. The Councillors agreed that the Chairman should sign the documents.

Several Highway Matters had been dealt with: the loose slabs in front of the bus shelter had been removed and the area resurfaced, the verges on Cliff Road had been trimmed and the area on Western Green had been re-seeded.



The village name signs will be cleaned or replaced and the problem of the caravan parked on the roadside in Back Lane had been brought to the notice of the Highways Dept.

Three new Planning Applications had been received. The Councillors comments were recorded and will be brought to the attention of the Planning Officer.

Permission had been granted for an equestrian open air ménage at Swallows Eaves.

Work on refurbishing the Play Area to comply with the Disability Discrimination Act will start once the children return to school after their summer holidays.

An Annual Inspection of the Playing Field has been carried out by Wicksteed Leisure and the report was read out. Action will be taken on points raised.

The Monthly Inspection has been carried out. There was concern about the amount of litter which is being thrown around on the field especially since the Tuck Shop had opened at the Youth Project. The All Weather Sports Facility needs sweeping and moss treatment applying.  The Teen Shelter is becoming very untidy and needs painting.

The handiman had sent a letter to the council suggesting that the young people should become more involved with keeping the village tidy and helping to paint the Teen Shelter and Play Equipment. The Councillors discussed his proposals but were concerned about the safety aspects. A copy of his letter will be sent to the adult leaders of the Youth Project.
 
An Officer from the Parish Paths Dept will be meeting with the Chairman and the Clerk on Thursday 7th July to discuss outstanding issues with regard to the footpaths.

The Clerk read out all correspondence received and she reported that she had already written to North Lincolnshire Council’s Tree Officer with regard to a request made for trees on West End to be pruned.  The Councillors discussed the request for a fourth side to be added to the Teen Shelter but decided that this would not be a wise move.

The next meeting of the Parish Council will be on 16th August 2005, commencing at 7.30 pm. All Parish Council Meetings are open to members of the public and time is allowed at the end of the meeting for parishioners to address the Councillors and to make their comments.

At the close of this meeting the Chairman invited the members of the public present to address the Parish Councillors.  A lively discussion followed.
